I read your editorial “A vicious circle” (T.N.M., March 8-14/98) and must congratulate you on it.
Your scenario, I fear, is right on the money in some of the poorer nations. As a caring company that seeks to build internationally, we are very conscious of these issues. Above all, corruption is a slippery slope that feeds on itself, since its very existence excludes the participation of potential investors who will not accede to the demands of corruption. Ergo, the corruptible do get to participate, to the further detriment of the host country.
It is unfortunate that our own politicians do not appear to understand your scenario, and salve their consciences by continuing to pay for gasoline for your bus.
