DIAMOND PAGE — Russians to pass diamond regulations

Legislation regulating the export and import of rough diamonds in Russia is receiving final approval from President Boris Yeltsin.

Once the law is passed, a new trade agreement is expected to be negotiated with De Beers Consolidated Mines (DBRS-Q) of South Africa.

According to Russian officials, the delay in passing such legislation has prevented miner Almazy Rossii-Sakha, Russia’s exclusive exporter of rough diamonds, from entering into an agreement with De Beers.
