A country that decides it wants mining to happen will do something about it. It will establish regulations and taxes that favor mining and loosen restrictions on foreign ownership. Canada used to be that way and because we have the resources we became a great mining country. Now there are other nations that are doing that by creating conditions that favor exploration, investment and development. I guess the final answer is that miners compete for reserves of ore and countries compete for the miners to the degree that they do or do not want mining to take place within their borders.
