Some analysts have suggested that an alternative submarine defence using airborne and land- based remote sensing equipment would be equally expensive. This calls into question our very resolve to police our northern waters.
Yet in the Arctic, you will always find a pool of helicopters and skilled geophysical personnel utilizing, for exploration purposes, some of the same technology that is needed for tracking hostile submarines.
Is there not some way that private companies could make their resources available for defense mobilization within a militia framework?
This would be a cheap alternative to relying entirely on regular army units.
At the same time, participation in defence department manoeuvres would provide a subsidy to the exploration industry, helping it through troughs in the commodity cycle.
