Argentina, among the Latin American countries opening their borders to Western capital, is reforming its foreign investment policies. Its proximity to Chile renders the country highly prospective for mineral deposits. Argentina has been unable to exploit this potential for nearly 30 years, but Balfour says the situation is changing.
