“Over three years’ experience as commissioner, dealing with prospectors, promoters, mine developers and investors has taught me a lot,” John Godfrey says. “It has taught me for one thing that mining from its very start is an adventure. The prospector, starting out for a claim or prospect, and the investor, making his first purchase of mining stock, are merely launching ships which they hope will return some day — like the argosies of old, laden with riches.”
* * * “In order to maintain prospecting and keep it active, we must give the prospector his head; and so far as this commission is concerned, this is what I propose to do.”
