A 7-step Guide to Closure Plans

1. A baseline environmental description should be prepared upon which to measure development impact, reclamation effectiveness and over-all success in meeting reclamation objectives.

2. An inventory of facilities and components should be compiled, briefly describing physical and chemical characteristics.

3. Prepare a description of proposed reclamation measures to achieve closeout.

4. Conduct an impact assessment of proposed development and reclamation measures. If physical and chemical effects and anticipated land uses don’t meet objectives, alternative mine development must be examined.

5. Monitoring and maintenance should be defined after an acceptable development and reclamation design has been attained.

6. Construction schedule should be prepared and costs, including closure costs, estimated. If excessive, alternative development plans can be drawn up.

7. Once a project meets both environmental and economic targets, the form and level of financial assurance is developed.
